Grant Blume

Grant Blume is Associate Dean for Teaching and Learning and an associate teaching professor at the Evans School of Public Policy & Governance. He teaches courses on policy analysis, program evaluation, and research methods at the graduate level, and teaches a range of public policy courses in the Evans School’s Public Service & Policy undergraduate major.

Grant’s current research agenda focuses on the professional practice of policy analysis. He also explores in his work the theoretical underpinning of public administration scholarship and teaching and has published work in this area on topics including institutional racism, social equity, and artificial intelligence.

Grant serves as a Co-Principal Investigator and the Deputy Director for Policy Analysis at the University of Rhode Island’s Nippon Foundation Ocean Nexus Center. He is also a core faculty member of the Evans School’s International Program in Public Health Leadership (IPPHL).

Grant was the Principal Investigator of a four-year (2019-2023) National Science Foundation Advanced Technological Education (ATE) research grant (Award # 1902019). Related to this interest and expertise in education policy he serves, or has served, as an external evaluator and lead researcher for National Science Foundation grants and workforce development grants awarded by the U.S. Department of Labor.

Professionally, Grant serves as the co-chair of the Puget Sound Partnership’s Science Panel. Prior to his faculty appointment at the Evans School, Grant’s professional experience included public service as a college admissions officer and as a legislative aide for a member of Congress in Washington, D.C.
